河南旅游业发展中存在的问题及对策分析
摘 要
目前，旅游业已成为全球最大的产业之一。由于旅游业的迅速发展和巨大成功，各地纷纷将旅游业作为区域经济的主导产业或支柱产业来培育，形成一股“旅游产业热”。同时，分析研究旅游业对经济的影响也成为经济学界和旅游界的热点。旅游业在当今社会具有越来越重要的地位。旅游业可以促进地区经济发展，提高人民收入；旅游业可以为当地居民提供就业机会；旅游业有利于扩大区域间的经济合作与交流等等。地处中原腹地、黄河中下游流域的河南省，历史悠久，文化灿烂，山川壮丽，人文、自然旅游资源十分丰富，加之人口众多，地理适中，交通发达，发展旅游业有着得天独厚的优势。早在20世纪90年代初期，省委、省政府就明确提出“以旅游业开路，推动全方位的对外开放，振兴河南经济”的发展战略。
本文以此为指导思想，探讨河南省旅游业的发展方向和策略，旨在为促进河南省旅游业的进一步发展，提高河南省经济社会整体水平提出一些可行的建议。本文的内容结构如下：
首先，阐述旅游业的相关理论。
其次，分析河南旅游业的发展概况及存在的问题。 再次，提出促进河南旅游业发展的策略。 最后，展望河南旅游业的发展前景。

The development problems and Countermeasure of Henan Tourism

Abstract
At present, the tourism has already become one of the largest industries over the world. Because of the rapid development and great success in tourism, all the local government has propped up the tourism as the main industry. At the same time, to analyze and research the influence of tourism on social economy has been the hot spot among the tourism field. Tourist industry has more and more important positions in nowadays society. Tourist industry can bring about an advance in regional economy, raise people's income; tourist industry can offer the employment opportunity to local; tourist industry helps to expand economic cooperation and exchage among the areas, etc... Located in Henan Province of hinterland of Central Plains, the Yellow River midstream and downstream basin, history is long, culture is magnificent, the mountains and rivers are magnificent, humanity, natural tourist resources are very abundant, in addition with a large population, geography is moderate, the traffic is developed, have gifted advantages to develop tourist industry. As far as the initial stage of 1990s, Provincial Party committee, provincial government proposed \opens a way with tourist industrying clearly, development strategy that promote omni-directional opening to the outside world, revitalize the economy of Henan \
This text regards this as the guidelines, probe into developing direction and tactics of the tourist industry of Henan Province, aim to promote Henan Province further development of tourist industry, improve economics and society integral level of Henan Province get some feasible suggestions out of. The content structure herein is as follows:
Firstly, the text talks about the related theory of tourism.
Secondly, it points out the development of Henan tourism status and existing problems. Thirdly, it puts forward to promote the development of Henan tourism. Finally, it forecasts the development prospect of Henan tourism.

一、绪论
从20世纪60年代开始，旅游业已经成为世界上发展势头最为强劲并且持久不衰的产业，被誉为20世纪的“经济巨人”，在世界经济中扮演着重要的作用。改革开放30多年来,河南省的旅游业从无到有,从小到大，取得很大的发展。目前，全省已经有郑州、洛阳、开封、濮阳、济源、登封等城市进入中国优秀旅游城市的行列；洛阳龙门石窟、白马寺、关林、嵩山少林寺、开封清明上河园、包公祠、林州红旗渠、焦作云台山等景区景点，进入国家4A级旅游景区的行列；龙门石窟、殷墟进入了世界文化遗产名录，中岳嵩山、焦作云台山和内乡的宝天曼自然保护区分别被列入国家地质公园和联合国确定的世界生物保护圈；清明上河园、云台山、石人山、白云山、重渡沟、龙峪湾等景区景点逐步成为新的旅游热点，旅游产业得到了快速发展。
（一）课题背景和研究目的
旅游是一项涉及经济、环境、社会、文化各个方面的社会活动，这就决定了旅游业的发展必然会给旅游地带来经济、环境、社会、文化等一系列积极与消极的影响。第二次世界大战以后，旅游业在世界各地取得飞速发展，成为新兴的“朝阳产业”。中国的旅游业在此时也取得了长足的进步。河南作为中国的旅游大省，特别是近年来，随着经济发展和产业结构的升级，河南旅游业进入了一个全新的发展阶段，国内旅游及旅游外汇收入都得到显著增长。河南国内旅游及旅游外汇收入从1997年到2009年的13年中，除2003年因非典原因出现下降外，其余各年都保持了增长态势，且增长幅度较大。此外，河南旅游总收入占GDP和第三产业的比例也呈逐渐上升趋势，发展态势良好。但是，各种挑战也接踵而至。例如，旅游产品比较单一，文化内涵挖掘不够深入，整体开发水平还有欠缺，服务质量跟不上实际需求，宣传力度不够大等等。因此，研究河南旅游业的发展现状和所遇到的问题以及解决问题的途径，对于河南省旅游业今后的发展和提高人民的生活水平具有重要意义。
（二）国内外研究状况 1、国内研究状况
贺振在《旅游收入影响因素研究》中提出，河南是一座浩瀚的天然历史博物馆，一本看得见、摸得着、进得去的中国历史文化教科书，藏在这里的东方文化内涵博大精深，
