第四节 项目施工一般安全管理程序和规定
Establish a responsibility system under which project manager is the first responsible person for construction safety, HSE manager is responsible for establishing project HSE management system and procedure, and HSE manager and workers are responsible for HSE management supervision, and construction manager, project engineers and technicians work together to formulate HSE management execution assurance system and post management system and award and punishment system.

Conduct construction management to make sure rules and regulations upon safe operation are strictly followed, and supervise management as per building construction HSE management standards.
