摘要

人力资源作为企业拥有的各类不同资源中最珍贵、最关键、最核心的资源之一,同时也是促进企业发展的首要资源,企业其他各类资源的融合、应用也均依赖于人力资源的维持与推动。但企业要想发展,仅仅依靠人力资源的单一融合是远远不够的,同时还需要对人力资源开展科学、有效的配置与优化,以此来确保企业稳固发展。企业人力资源配置与优化的效果直接决定着企业其他资源组合、利用及分配的合理性与整体性,它也是关系着企业是否持续、稳健且迅猛发展的根本因素。人力资源配置优化旨在更好地发挥人力资源的效能。企业建立的人力资源配置优化体系一定要以本身所处的行业为基础,以明确当前的发展目标为指导,以抓紧发展重点为手段,持续开展绩效创新。人力资源是把人力看成企业或组织财富产生的源泉,是以人的潜能和财富的关系方面来针对人的问题进行研究。人力资源将人力视作投资对象,将人看成财富的一个组成部分。研究人力资源的配置与优化重点要分析、研究人力资源的使用价值与根本收益问题。

企业或是组织采取人力资源配置作为人力资源的衡量方法,既可以将人力资源管理作为企业落实发展组织战略的首要目标,又不失为一种企业针对人力资源绩效执行开展监督与管理的科学方法,人力资源配置是近年来最有效的企业提升组织战略执行力的组织战略管理工具,在全世界迅速得到推广并被引起中国企业的普遍关注。随着我国业持续加快对外开放的进程,众多的私营运输公司及其他机构纷纷抢滩中国与证券市场,并开始与国内运输公司开展了激烈的市场与人才竞争,这一现实使得我国运输公司面对着更大的竞争压力,只有提高自己的核心竞争力,持续保有竞争优势,提高人力资源配置与管理效率,才能应对更加白热化的国际与国内业务竞争。

本文以A运输有限公司为案例对象进行其人力资源配置优化的论述与研究,本课题的论述内容从如下6方面展开:第一部分主要研究本文的绪论部分,简单地从课题研究背景、课题研究意义、相关国内外的研究成果文献总结与综述、课题研究内容与研究所使用的方法等方面开展;第二部分则主要分析本课题得以形成研究的基础,即人力资源配置相关理论,主要阐明人力资源配置定义、理论、内容及流程等不同层面的研究内容;第三部分的研究内容是A运输有限公司人

力资源配置现状及问题,主要从A运输有限公司简介、A运输有限公司人力资源现状、运输有限公司人力资源配置存在的问题和A运输有限公司人力资源配置问题形成的原因等四个方面进行深入的阐述;第四部分的研究内容是A运输有限公司人力资源配置的优化思路,主要从A运输有限公司人力资源配置的必要性、A运输有限公司人力资源配置的总体思路和A运输有限公司人力资源配置的具体思路等三个方面进行深入的阐述;第五部分的研究内容是A运输有限公司人力资源配置优化的保障策略,主要从薪酬模块优化的保障策略、绩效模块优化的保障策略、招聘模块的优化策略和培训模块优化的保障策略等四个方面进行深入的阐述;第六部分的研究内容是结论展望,在总结全文的基础上对未来研究做出展望。

Abstract
