1 总 论

1.1 概述

1.1.1 项目名称:利用洗毛废水提取羊毛脂生产线建设项目 1.1.2 企业概况

XX新型纺织材料科技工贸有限公司是2010年4月注册成立的,占地面积6.7万平方米,现有员工150人,其中,中级工程技术人员36人。

公司是以棉、毛、绒收购加工及新型纺织材料研发为主营业务的有限责任公司。与大连工业大学合作,以新技术、新工艺提升传统毛纺织技术水平,建设节能环保,清洁生产模式企业。

1.2 项目可行性研究报告编制依据

《纺织工业“十一五”发展纲要》提出了关于节能、降耗和减排的四项约束性指标,其中水耗、能耗下降幅度均高于全国“十一五”纲要的要求。环境保护与毛纺行业发展问题,很大程度上影响着毛纺企业生存和发展,把科研成果,特别是代表毛纺行业发展趋势的环保、节能项目转化为生产力势在必行。

1.3 项目建设的必要性

1) 羊毛加工是一个耗水量很高的行业,XX新型纺织材料科技工贸有限公司每年用于洗毛生产的耗水量高达 7万吨,洗毛废水的排放,也是水污染源之一。

2)传统洗毛废水中羊汗、羊毛脂等有用物质,没有进行提取利用,

不仅白白浪费资源,而且还污染环境。

3)利用洗毛废液提取羊毛脂,不仅能得到宝贵的资源,而且能提高废水利用率。本项目就是把生物酶技术和工艺应用到洗毛生产当中,减少生产用水量,同时对洗毛废水进行科学处理,洗毛废水实现闭路循环,基本实现零排放,从而减少污染。

4) 通过项目建设可以转变经济增长方式,从以量取胜,转变到以质和量共同取胜上来,符合科技领先、环保效益、人力资源兼顾的原则,促进企业快速升级,增强企业发展后劲。

5)XX是国家唯一的资源枯竭型试点市,大型地方企业不多,企业减员增效任务繁重,城市待就业人员队伍庞大,农村剩余劳动力转移压力与日俱增,发展扩大劳动密集型产业,不仅具备人员优势,而且能缓解就业压力,促进地方经济总量增加,为“突破XX”战略实施,添砖加瓦。

6) 采用高新技术,提高企业的市场竞争力,对企业的长期稳定发展具有深远的历史意义。

7) 环境保护与毛纺行业发展问题,越来越突出,在很大程度上影响着毛纺企业生存和发展,因此,通过技改项目建设,把科研成果,特别是代表毛纺行业发展趋势的环保、节能项目转化为生产力势在必行。
