第一章 总 则
第一条 为加强“吉首大学教学质量与教学改革工程”（以下简称“质量工程”）项目管理，确保项目建设取得实效，根据《教育部财政部关于印发<高等学校本科教学质量与教学改革工程项目管理暂行办法>的通知》(教高〔2007〕14号) 、《财政部教育部关于印发<高等学校本科教学质量与教学改革工程专项资金管理暂行办法>的通知》(财教〔2007〕376号)、《湖南省普通高等学校教学质量与教学改革工程项目管理办法》（湘教发〔2008〕62号）、《吉首大学本科教学质量与教学改革工程实施方案》（吉大发[2008]3号）和国家有关法律法规，制定本办法。
第二条 “质量工程”坚持以提高人才培养质量为核心，以推进教学改革和实现优质资源共享为手段，按照“整体规划、强化特色、注重创新、分步建设、全面提高”的原则，加大教学投入，深化教学改革，强化教学管理，推进教育创新，提升教育质量和水平。
第三条 “质量工程”项目包括专业结构调整与特色专业建设、课程教材建设与资源共享、人才培养模式改革创新、实践教学改革与条件建设、教学团队与高水平教师队伍建设、教学质量监控体系建设、教学基层组织与教学管理队伍建设等七个方面的国家级、省级、校级建设项目。
第四条 “质量工程”项目管理实行“统一规划、明确责任、分年实施、专款专用、加强考评、保证质量”的原则。
第二章 管理职责
第五条 学校“质量工程”领导小组作为“质量工程”建设项目的领导机构，负责整个“质量工程”项目的组织建设和业务指导，制定“质量

（一）根据《吉首大学本科教学质量与教学改革工程实施方案》（吉大发[2008]3号）和上级主管部门相关文件要求，制定项目建设规划和项目管理办法等。
（二）制订和发布“质量工程”项目申报通知和项目指南。 （三）组织校级建设项目评审和省、部级建设项目的推荐申报。 （四）指导、检查、监督项目建设进展情况，及时协调、解决建设过程中的问题。
（五）组织对项目的检查、验收和评价，负责项目中止、撤销等工作。
（六）推广宣传项目建设成果。
第六条 “质量工程”项目承担单位（以下简称项目单位）负责本单位项目建设的规划、实施、管理和检查等工作，主要履行以下职责：
（一）按照学校教务处相关文件要求，编制、报送项目申报材料，并对其真实性负责。
（二）按照批复的项目建设内容，切实组织项目实施，确保项目建设进度，组织本单位项目建设情况督促检查并提出意见，确保实现预期目标。
（三）统筹安排各渠道建设资金，按照有关财务制度规定，科学、合理使用建设经费，监管建设经费的使用，项目负责人确保资金使用效益。
（四）接受教务、财务、审计等部门对项目实施过程和结果进行监督、检查和审计。
（五）每年12月底，向学校书面报告项目进展情况，项目有特

第七条 “质量工程”项目实行项目负责人负责制。项目负责人的职责是：
（一）依照项目的有关要求和规定，制订项目建设年度计划。 （二）组织实施项目建设工作，把握项目的总体水平和项目计划实施进度。
（三）按规定合理使用项目经费。做到专款专用，提高经费使用效益。
（四）自我评价项目建设效果，并认真接受检查。 （五）宣传、展示项目建设成果，推进项目建设成果应用。 第八条 “质量工程”项目建设内容、进度安排以及项目负责人不得随意调整。如确需调整的，项目单位须提交书面申请报学校“质量工程”领导小组办公室批准。
第三章 申报立项
第九条 “质量工程”项目的申报，采用学院（部）申报的方式进行，不受理个人申请。具体项目申报立项程序如下：
（一）教务处发布或转发项目申报通知和项目指南。
（二）学院（部）根据项目申报通知和项目指南的要求申报项目。 （三）教务处受理项目申报工作，组织项目评审并提出立项建议方案。
（四）学校审定立项建议方案，批准立项实施或向上级推荐申报。
第四章 检查验收
第十条 教务处根据项目建设总规划和年度计划，对“质量工程”项目建设情况进行检查和验收。
第十一条 项目建设情况检查按年度和项目完成期组织不定期、中期和年度检查，在建设过程中依据项目规划安排及要求进行。检查
