一、选址及原则
选址遵循“因地制宜，节约土地，保护环境，安全可靠，规范有序，功能完备，布设合理，方便生活，满足生产”的原则，采取自建的方式建设隧道施工设施。要求交通便利，通信畅通，满足信息化管理要求。避开泥石流、滑坡体、弃土场、取土场等危险区域，远离坍方、落石、危岩等地段。 二、硬件设施
隧道施工设施占地面积≥5000m2，原地面清表压实，采用山皮石回填，回填厚度30-60cm，所有场地进行砼硬化处理，硬化厚度为10cm厚碎石垫层，10cm厚的C15砼面层。一般行车道硬化采用10cm厚碎石垫层，10cm厚的C20砼面层，大型作业区、重车行车道硬化采用10cm厚碎石垫层，20cm厚的C20砼面层。场地浇筑后切割伸缩缝。硬化过程中遵循中间高、四周低的原则，排水坡度控制在1.5%，内设排水系统确保场地排水通畅。
场地内共设办公生活区、喷射混凝土拌和站、钢筋加工场、施工送风设施等功能区。 1、办公生活区
办公生活分办公室、员工宿舍、食堂及厕所，区内房屋全部采用同一款式双层活动板房，内部吊顶，C15砼硬化，每间房屋配有空调或采用集中供暖。若存在地势高差分区，分界处设置挡土墙稳定边坡。
（1）办公室
办公室共5间活动板房，面积100㎡，场内管理人员10-12人，满足人均大于6m2
的要求。办公室办公设备齐全、有关制度、图表上墙，文件资料归档整齐，同时通信满足施工信息收集、整理、传送的要求。
（2）员工宿舍
员工宿舍共设30-40间活动板房，面积600-800m2，房间净宽高度为2.6m，门窗齐全，内设三张双层铺摆放整齐，严谨宿舍内私拉乱接。宿舍区内挂设治安、卫生、防火管理制度。
（3）食堂及厕所
食堂及操作间面积为80㎡（4间活动板房），按巅峰人数100人的70%，即按70人算，人均面积80/70＞1.0㎡的人均用餐面积要求。食堂板房应用净空高度为2.8m，水泥地面、不积水，锅台四周面案板挨墙处贴白瓷砖，燃气罐单独设置在通风良好的存放

男、女厕所及浴室分开设置，总面积为60㎡。人均面积60/100=0.6㎡，满足人均卫生间、浴室各0.2㎡的要求。
2、喷射混凝土拌合区
在隧道洞口附近建设专门用于喷射混凝土的小型拌合站。占地面积不小于1000㎡要求。
（1） 拌合机
隧道喷射砼采用一台JS750强制间歇式搅拌机，单机额定功率为35 m3/h。拌和站主机采用彩钢瓦钢板封闭，搅拌机采用自动计量系统。
（2） 水泥罐
搅拌机配备1个80t的散装水泥罐，水泥罐由专业厂家定做。 （3） 集料斗
搅拌机配备2个集料斗，配料斗之间设1m隔板，防止串料。配料斗顶上设置顶棚，防止太阳直接照晒和雨淋。
（4） 料仓
材料存放区共设立2×2=4个储料仓，每种规格集料设置一个已检和一个待检仓。分仓采用“37”砖墙砌筑，水泥砂浆抹面，墙上设泄水孔。墙高为200cm，单仓长10m，宽8m，容量160m3（10×8×2m）。仓内地面设2%的坡度，并设排水沟。储料仓口必须设置一道截水沟。储料仓均采用轻型钢结构搭设顶棚，柱高6.5m，拱顶高8.5m，并且满足受力、防风、防雨雪等要求。
3、钢筋加工场
洞口附近建设隧道钢筋加工场。占地面积800㎡。可和拌合站料棚建在一起统一规划。
（1）钢筋棚起拱线高度为7.5m，拱顶高8.5m，并且满足受力、防风、防雨雪等要求。
（2）加工棚内划分为原材料堆放区、钢筋网片加工区、格栅拱架加工区、型钢拱架加工区、成品、半成品堆放区等功能区。加工区内设置定位架满足加工精度要求。原材料堆放及成品、半成品堆放整齐。
（3）钢筋棚内设1台5t的简易式小型门吊，门架基础采用30cm×30cmC30砼浇

4、施工送风设施
在隧道左右侧合适位置布置空气压缩机站（3.6m×16.5m），地基坚固，周围无坍塌及落石危害，不受洪水威胁。机站四周及顶棚采用彩钢瓦围挡，顶部安装避雷针，具有防水和防雷功能。
（1）每个空气压缩机站边设置一个循环水池，水池尺寸2m×2m×1m，以满足空压机的降温要求。
（2）管理敷设牢固、平顺，接头严密，不漏风。
（3）空压机站四周设置排水沟，水沟尺寸深宽0.3m×深0.3m。 5、洞口场地及设施
（1）洞口场地纵向距离30m范围内全部硬化，采用20cm石渣垫层，20cm厚C20混凝土面层。
（2）每个洞口均设置值班房、栏杆，专人负责进出洞等级管理。值班房规格为3.6m×3.6m，材料采用彩钢瓦活动板房。洞口设置自动栏杆（智能道闸一体机）。
（3）洞口位置设置隧道安全人员电子管理系统。人员电子管理系统主要由电子IC卡感应器、LED电子显示屏、读卡芯片、计算机系统组成，将进出洞人员数量、工种、时间、洞内分部位置及洞内各工序施工情况等信息反映在电子屏幕上，计算机系统能人员信息进行存储备查。电子屏尺寸为2.5m×2m，采用不锈钢支架架设。
（4）隧道内设置视频监控系统。监控系统摄像头安装在洞口及洞内区域，设置数量满足监控范围要求。
（5）洞口醒目位置设置安全镜和班前安全讲评台，尺寸4m*2m。 6、隧道通风设施
隧道掘进150m以上时，根据所制定的通风方案，隧道施工开始实施管道通风。通风机架基础采用砼固定，采用槽钢或工字钢按承重通风机总重量的2～4倍焊制，设置在洞外合理位置（30m左右）。风筒直径为1.2-1.5m，送风风压为5kpa，满足施工掌子面风量需求。
7、排水系统
（1）办公生活区、喷射混凝土拌和站范围内都设置0.3m×0.5m排水沟；钢筋加工场、施工送风设施等范围内都设置0.3m×0.2m排水沟，将各个功能区内的污水集中排放。

8、施工供水设施
（1）需要冬季施工长大隧道，在洞口打井取水；中短隧道可在洞口山坡上设置一座高位蓄水池，蓄水池远离隧道，水池与开挖掌子面高差约30m，满足洞内施工掌子面水压力要求。
（2）供水管路敷设避开交通繁忙地区和地质不良地段，管路敷设尽量埋入地下，并采取防冻措施。管路应敷设平顺，不漏水，接头严密。
9、施工供电设施
（1）在隧道洞口一侧拌和站附近设置变电站，根据电器设备总用量变电站配备变压器，同时配备一台200kw备用发电机。变电站地基稳固，周围采用2.5m高围墙围挡。变电站及配电房布局大小按电力公司要求设置。
（2）变电站电源线跨越施工地区时，其最低点距人行道和运输线路的最小高度为7.5m。
10、为了能对路基、隧道、桥梁桩基所需的大量爆破炸药进行集中管理，从安全的角度考虑，按照建制临时炸药库的安全标准，临时炸药库应远离主线或居民房300米外建设。
四、文明施工及管理
1、洞口场地标识标牌
（1）洞顶截水沟以外位置设置固定横幅，包括隧道名称、施工单位等内容，白底红字，单个字体不小于1.2×1.5m。
（2）在洞口醒目位置悬挂八牌一图，一字排开，尺寸总长为2500mm×20000mm，标牌底距地面0.8m，上部设置防雨棚，材质为不锈钢做成。主要内容见下表： 序号 1 标识标牌名称 工程概况牌 备注 对隧道的工程量、主要构造、地址情况、施工方案、工期计划等做简要介绍。 2 管理人员名单及监对项目组织机构和隧道隧道施工主要管理人员进行公督电话 示。
