eNB发送ueCapabilityEnquiry消息给UE，请求传输UE的无线接入性能。 信令解码如下：

UE-CapabilityRequest表示为RAT列表，要求UE传输该UE的无线接入性能，即EUTRA，例如UTRA，GERAN -CS，GERAN-PS， CDMA2000。 1.7 UE Capability Information
eNB接收到INITIAL CONTEXT SETUP REQUEST消息，如果不包含UE能力信息，
则eNB向UE发送UECapabilityEnquiry消息，查询UE能力；携带主要IE有：
rat-Type : RAT类型。 信令解码如下：
