摘 要

督促检查是保证决策顺利实施的重要管理措施,是发挥指挥监督、控制等职能的重要领导活动,也是秘书辅助领导工作的重要内容。无论是领导者还是秘书辅助领导进行的督促检查,其任务都是以监督、督促、检查的手段,来清除和克服决策执行中可能出现的对策目标的偏差和有关原则、标准、要求方面的失误,并确保实现决策目标。秘书部门的职能之一,是在领导授权下,对领导作出的重大决策在各地各部门的落实情况实行督促检查。一般列入督查范围的事项都是领导工作中重中之重的“大事要事”秘书对这些重要问题有效地进行督促检查,是对领导工作的有力辅助,对组织管理的顺利运转有着积极的推动作用。但是,秘书在督促检查中需要遵循领导人员负责,秘书人员协助;分级负责;实事求是;不直接办案;时效等原则.

秘书督查工作的原则

在实践需要的基础上,以科学的规律为依据,形成的行为标准和衡量相应事物的准则,就是原则。在秘书督查工作的实践中遵循一定的原则,并在处理各项督查事务中按相应的原则办事,有利于提高督查工作的质量和效率,增强工作的规范性,克服随意性,有利于减少或避免工作中出现的疏漏和失误。督查工作就是秘书部门协助领导把看到,听到,查到的一些无人过问或解决不力的重大问题,按照领导的批示,通知有关单位办理,并催促落实。它是贯彻落实领导决策的一个后续步骤和保证手段,是促进领导决策科学化,民主化的重要环节,是改变领导作风,克服官僚主义的有效办法。秘书属于决策领导层的辅助和服务层次,处于职能管理层中的职能综合地位,是领导层与职能管理层、与基层、与广大群众联系的桥梁。秘书的工作成果往往也要通过领导工作才能产生实际作用,因此秘书必须协助领导做好督查工作。当然,要做好督查工作就得遵循一定的原则,本文从以下五方面来一一介绍:

一、领导人员负责,秘书人员协助的原则

领导人员负责,意指督查工作是领导的一种职责.秘书人员协助,指秘书人员根据领导授权,协助领导进行督查工作。深入到秘书督查工作实践中就是:领导要督促检查,狠抓落实,和秘书人员认真分析问题的症结,找准工作的切入点,科学制定督查方针,通过督办一些重点工作和典型的案件来突出一个时期的重点工作。而秘书要协助领导做好督查工作就得从以下三点做起:

(一)、在思想上,要确保与领导思维方式和实施“大事要事”目的和意图的一致性

开展“大事要事”督查,要求秘书人员进一步调整工作指导思想和基本思路,使之更加贴近领导的目的和意图,与领导“合拍共振”。一是在秘书指导思想上坚决把“大事要事”督查作为责无旁贷的任务。二是工作思路上力求突出重点,兼顾一般,顾此而不失彼,在抓好“大事要事”督查的同时,积极做好其它工作。三是秘书部门内部要形成围绕“大事要事”督查的工作机制。把“大事要事”督查放在首位,按工作需要,科学排列工作位次,做到力量集中,责任分明,工作有序,运用有力,并把“大事要事”督查结果作为检验整个督查工作质量和水平高低的最重要标准。

(二)、在运作上要确保“大事要事”落实不留死角

开展“大事要事”督查,重点加强对有关部门督查工作的协调引导,采取集中调研、联合督查等形式,调动督查积极性。同时也要利用与部门督查机构的业务联系,了解掌握其承办要事的落实情况,并将掌握的情况进行综合分析,呈报领导,再结合领导意见将结果反馈到有关部门。通过经常的活动,调动部门督查积极性,促成与部门协调联动的局面。当然,在运作上确保“大事要事”落实不留死角绝对不只是说说而已,得靠秘书人员在实际督查工作中认真履行。具体点讲就是要求秘书人员在督查工作实践中努力做到横向到边,纵向到点,绝对不能有任何的疏漏和失误。因为一旦有一点儿的疏漏和失误就会影响督查工作效率,进而影响领导形象,同时也会给秘书人员个人成长带来不利。

(三)、在反馈上要确保领导提早了解和处理“大事要事”落实中遇到的困难和问题

正确对待和处理决策落实中的困难和问题,直言敢言,向领导连续报忧,是检验督查工作有无力度的重要尺度。这方面要注意把握四点:一要大胆。要发扬督查工作“明是非,讲真话,真督查”的精神,克服“惧忧”思想,向领导提供实事求是的负面信息;二要超前。尽可能反馈苗头性、倾向性的问题。反映问题要具有预警性,以使问题解决在萌芽状态;三要系统。反馈问题要有连续性、系统性。要通过反复深入的督查调研,抓住某个事项每个阶段的问题,连续反馈,彻底摸清影响落实的深层次原因;四要有选择。选择领导最关注、“大事要事”落实影响最大的问题进行反馈,避免事无巨细,本末倒置。

二、分级负责原则

分级负责原则也称之为层层负责原则,就是一级抓一级,一级处一级。讲具体点就是有关方针、政策和重大决策、部署的贯彻实施,属于哪一级,哪一个职能部门的工作,就由哪一级,哪一个职能部门负责承办和进行督促检查。秘书部门督查的主要职责是了解情况,如实反映情况,并推动落实。

督查工作是秘书部门的一项重要任务,是秘书部门发挥参谋助手作用的一个重要方面,是秘书部门从被动服务变为力争主动服务的有效手段。在督查工作方面,秘书人员的重要职责就是协助领导抓督查、促落实,秘书督查工作成效如何,直接关系到领导决策的实现。为此,秘书人员要自觉找准定位,认真履行职责,切实发挥作用。而只有坚
